Counter-Strike 2. Only 80-90% GPU usage using 4090. Not getting 400+ fps. I recently got a 4090 rig with 7950X but for some reason its being bottlenecked in csgo. I don't see 99% gpu load like in youtube videos where they get 400+ fps easily on max settings. I have same settings at 4k but getting 200-300 fps only.
What you can do is cap your FPS to a certain number so that there's less fluctuations between framerates or get a monitor that has G-Sync capabilities. We play a lot of games with variable framerates though and unless it's constantly dipping from 120 to 200 there usually isn't a massive issue but of course this depends on your tolerance

To minimize input lag, yes; easy decision if you don't even use gsync. Gsync switches to using vsync if you go over the max monitor refresh rate, which causes a lot more input lag, so if you do use Gsync, cap the fps a bit under max refresh, but if you don't notice/care about the tearing at high fps, then the lowest input lag is with no sync of any sort and uncapped fps (for all games without
Disable Xbox DVR: Open Xbox App → Settings/Preferences → System & App → Record gameplay with Game DVR → Set to OFF. XBOX DVR is a Game Recording service, it records your gameplay for future streaming purposes, which is causing fps-drops/stuttering issues despite playing non-xbox games.
Going over 999 fps can cause stuttering in csgo, so you should probably cap it at that. The more fps the better is true but some people prefer a fps value that it's stable instead of having it higher but fluctuating. That's personal preference but again don't go higher than 999.

Also, should I have override the scaling mode set by games and programs ticked in NCP? I have GPU scaling only on my monitor and I have scaling mode set to Full-Screen because I play stretched 4:3. Also I disabled Windows Game mode cuz it really doesnt give much FPS and might have bugs and same for Hardware-accelerated GPU scheduling.
IMO uncap fps, disable vsync, no antilag or any other driver tricks, and let it sing. Yes you should cap the fps to something sensible. Check your min and max, if it is as you say from 300 to 500 then cap it to either 350 or 450. What you want to achieve is avoid heavy bursts of activity on the CPU and GPU that produce heat instead of anything useful that leads to microstaters.
For resonsiveness, you want to see the most recent frame possible, so high refresh rate helps even if your fps is lower (although the advantage is lower than with higher fps). Csgo is best with uncapped fps. That gives the lowest latency all the time. E.g. fps_max 0 or 999.

In CSGO you might be able to run an average to 300 frames but if you try and cap at 100 frames you will probably have drops to 80 frames or below. Wrong. My PC can run CSGO on 300fps average but I cap my fps at 130. It never drops below 125fps. It averages around 128fps.

the classic argument for uncapped fps is that higher frame count = more responsive aim, but im well past the point of little to no gain from fps. the only reason ive capped it is because even though i get 400 fps now, when i stream my fps will drop to 250-300 anyway, so i dont see a whole lot of benefit to keeping my fps that much higher than

Changing the program settings ONLY for csgo does not work, CSGO is still capped at 165 until I completely turn off gsync. I want to use gsync in everything but in CSGO. Before it was not an issue, but somehow it is now. Vsync is disabled, all frame limiting options and softwares are completely off. Do you guys know how to fix this issue?
If you have g-sync compatible monitor and you have g-sync enabled, it eliminates tearing below the maximum refresh rate, but not above it. So if you have 144hz monitor with g-sync enabled and your fps is 100-140 - you won't see any tearing. However, if you have, for example, 144-160 fps, g-sync can't correct the monitor's refresh rate to match
You can also set unlimited fps and use Enhanced Sync, which limits the fps to 144 (monitor refresh) for the same result. For me it feels better, largely due to better frame time consistency. This goes for csgo as well - at 300+ fps it feels worse for me than staying within the freesync range, and this way neither CPU or GPU get stressed as much.

It isn't as noticeable as 60hz to 144hz but it deff helps and only if you can get 240fps in csgo. Isn't that hard but maybe on a potAto pc it is. Extra fps in csgo always helps for smoothness even if your capped by your monitor. CSGO is CPU demanding and there is no reason to cap it. Unless you have a processor from 2008 running csgo at 30 fps.
